Starter Deck EX - Gear 5th is a premium starter deck of the One Piece Card Game, identified by the code ST-21. It has been available in English since 14 March 2025. This ready-to-play 51-card deck is built around the red Leader Monkey D. Luffy in Gear 5, and ships with 70 sleeves and a Bonus Pack. Monkey D. Luffy as a red Leader
The ST-21 Leader is Monkey D. Luffy in Gear 5. With a DON!! card attached, once per turn, he gives up to two rested DON!! cards to one of your Characters.
It is an effect about concentration: instead of spreading resources across the board, you stack them on a single threat that becomes very hard to block cleanly. The deck's two Super Rares, Monkey D. Luffy and Roronoa Zoro, are the natural recipients.
The deck runs on the Straw Hat Crew and includes several Egghead characters, among them Vegapunk, Stussy and Sentomaru.

How it plays
ST-21 is a mono-red aggressive deck pitched above the power level of a standard starter deck. You land an important Character early, load it with DON!! cards, and force an answer every turn.
The main decision is which Character to commit to: stacking DON!! makes a threat unanswerable, but it also concentrates your losses if removal lands.
Who it is for
ST-21 is playable out of the box and works for a beginner, but the EX format is positioned differently from the beginner decks. The sleeves, the Bonus Pack and the higher power level are aimed at established players too.
The random draw of 3 cards from 15 types encourages buying more than one copy to complete the alternate-art run.
Tournament legality
ST-21 cards are legal in official tournaments from 14 March 2025, the release date, and playable from the pre-release date at participating local game stores.
Collecting, rarity and market
ST-21 cards carry the deck's own code (ST21-001, ST21-014, ST21-015 and so on). The most followed are the Gear 5 Monkey D. Luffy Leader, the two Super Rares and the 15 alternate-art Bonus Pack designs.
