Smoker as a black Leader
The ST-19 Leader is Smoker, in alternate art. With a DON!! card attached, he gives an opposing Character -1 cost for the turn, and if a Character with a cost of 0 is then on the field, the Leader gains +1000 power.
The reduction is not cosmetic. A great many black cards can only target Characters below a certain cost, so lowering a target is what makes it reachable in the first place.

How it plays
ST-19 is a control deck. It does not try to win the damage race; it takes the opposing board apart piece by piece, lowering costs and then removing whatever has come into range.
It is the most technical deck of the wave: each turn asks for the right target and the right order of activation. In return it holds up well against aggressive decks.
Who it is for
ST-19 is for a beginner willing to think a little more per turn. It teaches something none of the other decks in the wave touch: a card's cost is not only a price you pay, it is a statistic your opponent can change.
Established players pick it up for the alternate-art Smoker Leader and for the deck's Navy core.
Tournament legality
ST-19 cards are legal in official tournaments from the pre-release date in your region, subject to the official Bandai restriction list.
