Starter Deck 3: The Seven Warlords of The Sea is a starter deck of the One Piece Card Game, identified by the code ST-03. It has been available in English since 2 December 2022. ST-03 is the blue deck of the four founding products. It is also the first appearance of the Seven Warlords as an archetype, a theme the game came back to on a much larger scale with OP-14.

Crocodile as a blue Leader

The ST-03 Leader is Crocodile. Once per turn, by returning four DON!! cards to your DON!! deck, he sends a Character costing 5 or less back to its owner's hand.

Bouncing rather than destroying is blue's signature in this game. The card is not gone, but your opponent has to pay for it a second time, and the tempo you gain is often decisive.

The two Super Rares are Crocodile (ST03-003) and Donquixote Doflamingo (ST03-009). Click through on a card to see its full effect, cost and colour.

How it plays

ST-03 is the control deck of the launch line-up, built on Blocker Characters that step in front of attacks and on the Leader's ability to undo the opposing board.

It is the slowest of the four decks and the one that most rewards patience: you take the damage you can afford, remove what you must, and win once your opponent has run out of ways to rebuild.

Who it is for

ST-03 suits a player who prefers answering to attacking. It teaches blocking, the cost curve and the value of tempo, which are the foundations of every control deck in the format.

Experienced players return to it for the Crocodile and Donquixote Doflamingo Super Rares, both long-standing pieces of the Warlord archetype.

Tournament legality

ST-03 cards are legal in official tournaments from the pre-release date in your region, subject to the official Bandai restriction list.

Collecting, rarity and market

As one of the four launch decks, ST-03 carries a collector's premium beyond its playability, particularly for copies from the original 2022 printing and the September 2022 pre-release run.

Other printings

ST-03 is also printed in Japanese. It has never been printed in French: the French edition of the game began in February 2025 with the ST-15 to ST-20 decks.
