Overview of the One Piece set: The World's Strongest Warriors

The World's Strongest Warriors is the seventeenth main set of the One Piece Card Game, identified by the code OP-17. This page covers the English-language printing, which releases on 28 August 2026, following in-store pre-release events from 21 August. The set contains 131 card types plus 4 DON!! cards, including 6 Leaders, and introduces the deepest rarity structure the game has seen so far. OP-17 is the fourth-anniversary set of the One Piece Card Game, following Awakening of the New Era (OP-05), Emperors in the New World (OP-09) and OP-13. Its theme centres on the Elbaf arc, the island of the giants, and on the Four Emperors, both former and current. It also marks the game's first near-simultaneous worldwide release: only six days separate the Japanese version (22 August) from the English edition, against two to three months previously.

Leaders and headline cards

OP-17 includes six Leader cards, spread across the six colours of the game:

  • Edward Newgate (red)
  • Monkey D. Luffy (black)
  • Shanks (green)
  • Kaido (purple)
  • Charlotte Linlin (yellow)
  • Rocks D. Xebec

The set puts the most powerful figures of the One Piece universe front and centre rather than mid-tier crews. Loki, prince of the Elbaf giants, debuts as a Secret Rare, and Kaido receives a guest illustration by Keisuke Itagaki, the author of Baki.

The composition of the English edition of OP-17 is as follows:

  • 131 card types, plus 4 DON!! cards

  • 12 cards per booster pack (against 6 in the Japanese edition)
  • Common, Uncommon, Rare, Super Rare, Secret Rare and Treasure Rare cards
  • Several new treatments exclusive to this anniversary set

New rarities

OP-17 introduces several treatments that did not exist in previous sets:

  • Super Leader Parallel - the first rarity tier dedicated to Leader cards, debuting with Monkey D. Luffy in his Elbaf outfit
  • Pirate Crew Super Alt Art - a character pictured in front of their full crew
  • SP 4th Anniversary - four gold cards devoted to the current Emperors: Monkey D. Luffy, Shanks, Marshall D. Teach and Buggy
  • SP Conqueror's Haki - six cards in a manga sketch treatment, reserved for characters who wield Conqueror's Haki
  • Manga Rare - four black-and-white cards dedicated to the former Emperors: Edward Newgate, Shanks, Kaido and Charlotte Linlin. This is Whitebeard's first manga card since the game launched
  • 4 special DON!! cards, including an exclusive Rocks D. Xebec

Products and formats

English OP-17 cards will be spread across several products, available from 28 August 2026 at participating retailers:

For the first time in the game's history, the booster pack does not use a single artwork but an artset of four different illustrations: Luffy in his Elbaf outfit, a trio of Sanji, Zoro and Jinbe, the Robin and Nami duo, and a Luffy versus Kaido clash. This format creates a collectible in its own right for sealed collectors.

Fourth-anniversary events run from 21 August to 13 September 2026 at participating stores. Cards will be tournament legal from 21 August.

Collecting, rarity and market

OP-17 is shaping up to be one of the most sought-after sets in the One Piece Card Game, driven by its anniversary status and the density of its rarities. The most closely watched cards on the secondary market are the Monkey D. Luffy Super Leader Parallel, the four Manga Rares of the former Emperors, the Loki Secret Rare and the gold SP cards of the current Emperors.
