Carrying On His Will is the thirteenth main set of the One Piece Card Game, identified by the code OP-13. It has been available in English since 7 November 2025. OP-13 is the game's third anniversary set. It is also the set that brings two long-awaited figures into the Leader slot for the first time: Gol D. Roger and Imu.

The six Leaders
OP-13 introduces six Leader cards, four of them red:
- Monkey D. Luffy (green/red) - rests as many DON!! cards as you like on your opponent's turn to pump the Straw Hat crew
- Portgas D. Ace (blue/red) - 3 Life and 6000 power, weakening the attacker and drawing when you take damage
- Gol D. Roger (purple/red) - a 7000-power Leader that attaches a DON!! card to itself every DON!! phase, but loses 2000 power while you sit on 9 DON!! cards or fewer
- Sabo (black/red) - buffs your whole board once you control a Character costing 8 or more
- Imu (black) - a first Leader appearance, opening with a Holy Land Mary Geoise Stage card and building around the Five Elders
- Jewelry Bonney (yellow) - hands out rested DON!! cards whenever you play a Character with a Trigger

Three Secret Rares for three brothers
OP-13 carries three Secret Rare cards, one more than the sets before it, and they form a set: Monkey D. Luffy, Portgas D. Ace and Sabo, the three brothers of Dawn Island.
The anniversary status also brings a run of premium finishes: WANTED Edition cards with a new poster design, Red Super Alt-Art cards in a burning red treatment exclusive to this set, six Character Edition cards with a luxury finish, and a Treasure Rare.
Theme and mechanics
The title points at inherited will: Roger and his legacy, the three brothers, and against them Imu, the figure of a power that refuses to be succeeded at all.
Mechanically, Gol D. Roger is one of very few Leaders to start above 5000 power, at 7000, with a penalty that only lifts late in the game. Imu opens a new axis around the Five Elders and a Stage card played before the first turn, while Jewelry Bonney builds a Trigger-driven Egghead deck.

Tournament legality
OP-13 cards are legal in official tournaments seven days after the release date in your region, and playable from the pre-release date at participating local game stores.
Collecting, rarity and market
As an anniversary set, OP-13 concentrates an unusual number of premium treatments. The most sought-after cards are the three brothers' Secret Rares, the WANTED Edition cards, the Red Super Alt-Art cards and the Treasure Rare.
The values quoted card by card track the market. Three things weigh most: rarity, condition and demand.
