Emperors in the New World is the ninth main set of the One Piece Card Game, identified by the code OP-09. It has been available in English since 13 December 2024. The set contains 130 card types plus a DON!! card, including 6 Leaders. Card-by-card detail and average prices are collected further down this page.

OP-09 marks the second anniversary of the English edition and gathers the reshuffled Four Emperors of the New World in a single set. It is also the set the French edition of the game launched with, two months later.

The six Leaders
OP-09 introduces six Leader cards, including the new Emperors:
- Shanks (red) - weakens an attacking Leader or Character during your opponent's turn, unusual defensive reach for red
- Lim (green/purple) - a first Leader appearance for the ONE PIECE ODYSSEY character, playing Characters rested
- Buggy (blue) - rests five DON!! cards to deploy a Cross Guild Character straight from hand
- Monkey D. Luffy (black/purple) - recycles DON!! cards instead of simply spending them
- Nico Robin (purple/yellow) - Robin's first Leader card, built on the Banish keyword
- Marshall D. Teach (black) - shuts off On Play effects, yours as well as your opponent's

The Four Emperors in one set
The narrative thread is the state of the New World after Wano: Monkey D. Luffy, Shanks, Buggy and Marshall D. Teach each hold a place as a Leader or as a marquee card. It is the first time the game brought the full line-up together.
Mechanically, the set is remembered for the Blackbeard Leader, which switches off On Play effects for both players. Whole decks of the period were built on those effects, and a Leader able to turn them off changed how the format was built for months.
Notable cards
The two Secret Rares are Gol D. Roger (OP09-118) and Monkey D. Luffy (OP09-119). The Roger card was among the most in-demand of its release window and later returned in a WANTED Edition finish in OP-13.
The set also carries 10 Special cards, more than any set before it, several of them in a wanted-poster design.

OP-09 cards are spread across several products, available since 13 December 2024:

Three Leaders from this set were later reprinted as starter deck Leaders: Shanks in ST-23, Buggy in ST-25 and Marshall D. Teach in ST-27.
Tournament legality
OP-09 cards are legal in official tournaments from the pre-release date in your region. The set remains Standard legal, subject to the official Bandai restriction list.
Collecting, rarity and market
OP-09 is one of the most heavily opened sets of the game, helped by anniversary status and by the Emperors line-up. The most sought-after cards are the Gol D. Roger and Monkey D. Luffy Secret Rares, the Treasure Rare and the wanted-poster Special cards.
