Kingdoms of Intrigue is the fourth main set of the One Piece Card Game, identified by the code OP-04. It has been available in English since 22 September 2023. The set contains 124 card types plus a DON!! card, including 6 Leaders. Everything currently known about each OP-04 card, average price included, is collected here.

OP-04 covers the Alabasta and Dressrosa arcs, two kingdoms undone from the inside. It is also the first set in which every Leader is multicolour, a design choice that pushed deck building firmly towards colour pairs.

Cards in this set

The six Leaders

OP-04 introduces six Leader cards, all of them two-colour:

  • Nefeltari Vivi (blue/red) - cannot attack, but draws a card and grants Rush every turn
  • Donquixote Doflamingo (green/purple) - sets two DON!! cards active at the end of your turn
  • Issho (black/green) - lowers the cost of every opposing Character, then sets one of yours active
  • Rebecca (black/blue) - cannot attack, digs for Dressrosa cards instead
  • Queen (blue/yellow) - draws or refills Life while attacking, depending on how thin you are
  • Crocodile (purple/yellow) - recovers an active DON!! card during your opponent's turn

Leaders that cannot attack

Two of the six Leaders, Nefeltari Vivi and Rebecca, are barred from attacking altogether. In exchange they generate advantage every turn without ever exposing themselves in battle, which produced a style of deck the game had not seen before: one that wins entirely through its Characters.

The set also supports the two character-themed starter decks released shortly before it, ST-08 Monkey D. Luffy and ST-09 Yamato.

Notable cards

The two Secret Rares are Nefeltari Vivi (OP04-118) and Donquixote Rosinante (OP04-119). The Rosinante card, showing Corazon shielding a young Law, is one of the most reproduced images of the early game.

Tournament legality

OP-04 cards are legal in official tournaments from the pre-release date in your region. The set remains Standard legal, subject to the official Bandai restriction list.

Collecting, rarity and market

With 25 alternate-art variations, OP-04 is a dense set for collectors. The most sought-after cards are the Nefeltari Vivi and Donquixote Rosinante Secret Rares and the alternate-art Leaders.

Values are broken out card by card. They follow the market and hinge above all on rarity, condition and demand.

Other printings

OP-04 is also printed in Japanese. It has never been printed in French: the French edition of the game began with OP-09 in February 2025.
