Paramount War is the second main set of the One Piece Card Game, identified by the code OP-02. It has been available in English since 10 March 2023. The set contains 121 card types, including 8 Leaders. This entry gathers what is known about each card and its average value.

OP-02 follows Romance Dawn (OP-01) and brings the Marineford conflict into the game for the first time. It is also the set that introduced black as a fifth colour, alongside the Navy-themed starter deck ST-06 released on the same day.

The eight Leaders
OP-02 introduces eight Leader cards, four of them multicolour:
- Edward Newgate (red) - 6 Life and 6000 power, converting your Life into cards at the end of every turn
- Monkey D. Garp (black/red) - lowers the cost of an opposing Character whenever you give out a DON!! card
- Kin'emon (green) - discounts Land of Wano Characters when your board is empty
- Sanji (blue/green) - sets two DON!! cards active when you play a vanilla Character
- Emporio Ivankov (blue) - draws two cards at end of turn if your hand is empty
- Magellan (purple) - gains power each time a DON!! card returns to your DON!! deck
- Zephyr (black/purple) - returns four DON!! cards to K.O. a low-cost Character while attacking
- Smoker (black) - the archetypal cost-reduction Leader of the new colour

Set contents
The composition of OP-02 is as follows:
- 121 card types
- 8 Leader cards, 45 Common, 30 Uncommon, 26 Rare, 10 Super Rare, 2 Secret Rare
- 12 cards per booster pack, booster display of 24 packs
- Six box topper cards, distributed at random, one per display

Black joins the colour wheel
The headline change in OP-02 is the arrival of black, built around the Navy and around cost manipulation. Rather than removing Characters outright, black lowers what they cost, which then puts them within reach of effects that only hit cheap targets. It is still the colour's defining idea three years later.
The Edward Newgate Leader is the other landmark of the set: 6 Life instead of 5 and 6000 power instead of 5000, a statline no Leader had before. It was reprinted years later as the Leader of starter deck ST-15.
Notable cards
The two Secret Rares are Uta (OP02-120) and Kuzan (OP02-121). The Kuzan Secret Rare later returned in the Premium Booster PRB-01.
The set also carries a heavy parallel print run, including the manga-style alternate arts that have since become one of the most collected lines in the game.
Products and formats
OP-02 cards are spread across several products, available since 10 March 2023:
- 12-card booster packs
- Booster display of 24 packs, with one box topper card
Starter deck ST-06 Absolute Justice, the first all-black deck, released on the same day.
Tournament legality
OP-02 cards are legal in official tournaments from the pre-release date in your region. The set remains Standard legal, subject to the official Bandai restriction list.
Collecting, rarity and market
Marineford is one of the most followed arcs in the manga, and OP-02 has held its value accordingly. The most sought-after cards are the Uta and Kuzan Secret Rares, the alternate-art Edward Newgate Leader and the box toppers.

Other printings
OP-02 is also printed in Japanese. It has never been printed in French: the French edition of the game began with OP-09 in February 2025.
